Residency versus sovereignty
Why storing data in country is the floor, not the ceiling, of sovereign cloud, and the questions that tell them apart.
Data residency and data sovereignty are used interchangeably in sales decks, and they are not the same thing. The difference is the single most important distinction a healthcare buyer can understand, because one is easy to provide and the other is what actually protects the patient.
Residency answers one question
Residency answers where the data physically sits. A provider can guarantee your data is stored in your country and still leave almost everything else unprotected. The systems may be operated from abroad. The provider may be subject to a foreign legal system that can compel disclosure regardless of where the bytes live. Residency is necessary, but it is the floor.
Sovereignty answers everything around it
Sovereignty is layered. Beyond residency, it asks who can operate and access the systems, whose courts can compel access, who controls the technology stack, who sits in the hardware and recovery path, and whether any of it is independently certified. A cloud that is sovereign across all of those layers behaves very differently from one that simply stores data in region.
The questions that tell them apart
You can separate the two with a handful of direct questions. Whose law can reach this data? Who operates it, and from where? Is there a foreign control plane? Who is in the recovery path? And can you prove the answers with current certifications? A genuine sovereign cloud answers cleanly across all five. A residency only offering goes quiet after the first.
Why the distinction matters most in healthcare
Healthcare data is the most sensitive and most jurisdictional information there is. Residency alone can satisfy a procurement checkbox while leaving a hospital exposed to foreign legal reach and foreign operators. Sovereignty, held at every layer and proven by audit, is what lets a CIO, a regulator and a citizen all trust the same system.
When a provider says sovereign, ask which kind. The honest ones will walk you through the layers. The rest will point at a map.
